GitHub is tracking an August 17 incident causing degraded performance across pull requests and webhooks at the same time. Pull requests handle code review; webhooks trigger automated testing, deployments, and integration alerts. When both degrade together, downstream systems from CI runners to Slack notifications can silently stall. No root cause has been published.
