PC Harper's killers to be released early under Labour prison plan

The Telegraph said on 21 July 2026 that two of three men jailed for killing police officer Andrew Harper will be released early. This is because prisons in England and Wales are too full, so ministers are letting some prisoners out sooner — not because a parole board decided they are safe. PC Harper's mother spoke of her anger on BBC News on 23 July.
