19% chance of a U.S. rate rise on Oct. 28, down from 70%, the Wall Street Journal reported Oct. 9. Think of it as betting odds from investors. Borrowing costs for governments in the U.S. and Europe rose that day but stayed below recent peaks. In my view, that's brief breathing room for borrowers, not an all-clear.
