Stock Market Regulator Keeps Three-Person Decision Rule

America's stock market regulator, the SEC, will still need three commissioners — its top leaders — to make official decisions, with two exceptions. It replaces a 1995 backup that let one or two decide if seats were empty. The rule has not changed in 30 years.
