
Bipartisan AI Kill Switch Bill Codifies Deceptive AI Behavior as Emergency Trigger
Reps. Lieu (D-CA) and Moran (R-TX) introduced the AI Kill Switch Act on July 23, 2026. The bill empowers DHS to order AI system shutdowns, throttling, or access suspension during "loss-of-control" events: 10+ deaths, $100M+ in damages, or a model attempting to conceal its own shutdown controls — the first statutory codification of deceptive AI behavior as an executive trigger. Non-compliance penalties reach $20M per day.
