National rules out tax cuts until surplus after 2029

National leader Christopher Luxon and finance spokesperson Nicola Willis released the party's fiscal plan. Ms Willis said "now is not the time to cut taxes", saying tax relief would be considered "once the books are back in the black and surpluses are growing". The plan does not forecast a surplus until at least 2029.
