Milburn to propose national pre-apprenticeship route for England

Alan Milburn will call for a 'national pre-apprenticeship route' in England combining further education, training and work experience, part of his youth employment review. The final report is expected after the 28 October Budget, November at earliest. Almost 1 million young Britons are not in education, employment or training, and under-19 apprenticeship enrolments have almost halved in a decade.
