Former CIA officer David J. Rush, 49, pleaded guilty to wire fraud in Alexandria, Virginia, for creating a fictitious top-secret program to divert almost $200 million in federal funds. Rush, of Ashburn, faces up to 20 years in prison, with sentencing scheduled in late January 2027.
