PBO estimates Toronto-Quebec City high-speed rail at $75-billion to $113-billion

Parliamentary Budget Officer Annette Ryan estimated construction of the Toronto-Quebec City high-speed rail line at $75-billion to $113-billion, above Alto's preliminary $60-billion to $90-billion range. Both figures cover construction only. The analysis, based on international per-kilometre costs, was prepared for the Senate national finance committee.
