
PBO estimates high-speed rail construction at $75-billion to $113-billion
Parliamentary Budget Officer Annette Ryan estimates building the Toronto-Quebec City high-speed rail will cost $75-billion to $113-billion. That is higher than Alto's early $60-billion to $90-billion estimate. Both cover construction only. The estimate, using per-kilometre costs from projects abroad, was done for the Senate national finance committee.
