South Korea accuses Ukraine of breaking secrecy pact on North Korean POWs

South Korea's presidential office expressed "strong regret" over Ukraine's public disclosure of the transfer of two North Korean POWs to the South, saying Kyiv violated a nondisclosure agreement meant to protect the soldiers. Ukraine denies any such pact existed, saying secrecy would have been strange.
