EU Removes Usmanov and Fridman From Russia Sanctions List

The EU agreed to remove Russian billionaires Alisher Usmanov and Mikhail Fridman from its Russia sanctions list. Delisting required unanimous approval by all 27 member states. How remaining listings withstand legal challenge will show whether political consensus can still sustain economic pressure.
