EU Takes Two Russians Off Penalty List

The European Union took Russian billionaires Alisher Usmanov and Mikhail Fridman off its list of penalties against Russia. All 27 member countries had to agree, like a jury where everyone must agree. Whether the other penalties hold up in court will show if united politics can still keep economic pressure on.
