Whanganui declines Head Start reform, signs regional MoU instead

Whanganui District Council voted 8-4 against proposing reforms under the government's Head Start pathway. It instead signed an MoU with Rangitīkei and Ruapehu for locally-led change. Mayor Andrew Tripe wanted more time for modelling. Whanganui now joins the "Back Stop" group, with reform starting after the 2028 local elections. Cabinet picks advancing proposals in September; final decisions come in 2027.
