Whanganui opts out of Head Start reform, signs regional MoU with Rangitīkei and Ruapehu

Whanganui District Council voted 8-4 not to submit a proposal under the government's Head Start local government reform pathway, ahead of the 9 August deadline. Instead it signed a regional Memorandum of Understanding with Rangitīkei and Ruapehu to pursue locally-led reform. Mayor Andrew Tripe said the council needed more time for robust modelling. Whanganui now falls into the "Back Stop" group, with reform beginning after the 2028 local elections. Cabinet decides in September which Head Start proposals advance to detailed design, with final decisions in 2027.
