NZTA withholds tolling documents from OIA request

Waka Kotahi refused to release all four documents sought by RNZ under the Official Information Act — two ministerial briefings and two sets of board minutes from April and May 2026. A briefing on Belfast to Pegasus tolling was withheld under convention protecting pre-decision advice. The rest were withheld for commercial sensitivity.
