NZTA refuses to release tolling documents under Official Information Act

Waka Kotahi withheld all four documents identified in an RNZ Official Information Act request — two ministerial briefings and two sets of board minutes from April and May 2026. A briefing on Belfast to Pegasus tolling was withheld under constitutional convention protecting advice before decisions; the rest were withheld for commercial sensitivity.
