ACT proposes scrapping pharmacy ownership and proximity rules

ACT wants to remove the cap stopping anyone owning more than five pharmacies, and scrap rules blocking new pharmacies near existing ones. Any pharmacy meeting safety and quality standards could open. The Government's own October 2025 Regulatory Impact Statement said the ownership cap is "not being meaningfully followed." David Seymour announced the policy in Auckland.
