Most EU Members Push Back on Spain's Migrant Legalisation Plan

Twenty-two of 27 EU states signed an Italy- and Denmark-led letter implicitly calling Spain's plan to regularise 500,000 undocumented migrants a "pull factor" for irregular migration. Italy has resumed air and sea border checks with Spain. EU migration commissioner Brunner said no direct link is yet visible between Spain's plan and the Ceuta crisis.
