22 EU States Signal Border-Check Revival Over Spain's Migrant Regularisation Plan

Twenty-two of 27 EU states signed a letter organised by Italy and Denmark implicitly calling Spain's plan to regularise 500,000 undocumented migrants a "pull factor" for "illegal migration." Italy has already reintroduced air and sea border checks with Spain. EU migration commissioner Brunner said the EU could not currently see a direct link between Spain's plan and the Ceuta crisis.
