Most EU Countries Object to Spain's Plan to Grant Legal Status to Migrants

Twenty-two of 27 EU countries signed a letter, led by Italy and Denmark, suggesting Spain's plan to give legal status to 500,000 undocumented migrants will attract more illegal migration. Italy has resumed border checks with Spain. EU migration commissioner Brunner said no direct link is yet clear between Spain's plan and the Ceuta border crisis.
