Migrant Surge Into Spain's Ceuta Triggers Emergency Declaration

Some 1,500 migrants entered Spain's North African enclave of Ceuta from Morocco in one week, swimming across with inflatable rings or breaching the border fence. Ceuta's president declared a "humanitarian and security emergency" as reception centers for unaccompanied minors overflowed. 60 bodies were recovered at sea in recent months. Spain's interior minister is expected to visit Friday. Ceuta is the EU's only land border with Africa.
