1,500 Migrants Reach Spain's African Territory, Sparking Emergency

About 1,500 migrants entered Spain's Ceuta — a small Spanish city on the coast of North Africa — from Morocco in one week, swimming across with inflatable rings or climbing the border fence. Ceuta's leader declared an emergency as shelters for children traveling alone overflowed. 60 bodies were found at sea recently. Spain's interior minister is expected to visit Friday. Ceuta is the only place where Africa shares a land border with the EU.
