
Russia and France Now Both Pursue Telegram's Durov
Russia's FSB security service charged Telegram founder Pavel Durov on July 29, 2026, with facilitating terrorism, issuing an international arrest warrant over alleged Ukrainian use of the app for sabotage. Durov already faces preliminary charges in France from an August 2024 arrest. Two governments on opposing sides of the Ukraine war now pursue separate cases against the same man.
