Two Countries Are Going After the Man Behind Telegram

Russia charged Telegram founder Pavel Durov on July 29, 2026, with helping terrorism, issuing an international arrest warrant. Russia claims Ukraine used his app for sabotage. Durov already faces charges in France from an August 2024 arrest for allowing crime on the app. Two countries on opposite sides of the Ukraine war now pursue the same man.
