Iran rejected Oman's 50-50 joint oversight proposal for the Strait of Hormuz, countering that the primary shipping lane fall entirely within Iranian territorial waters. Oman's plan, backed by Gulf states, drew on the Strait of Malacca model with voluntary shipping fees.
