Badenoch to miss social care summit, sending substitute amid tax and borrowing conditions

Conservative leader Kemi Badenoch will send a substitute to the Prime Minister's 30 July social care summit. A Tory spokesman said the party would work with Labour on reforms, provided they involved no tax rises or borrowing. The talks cover England only; social care is devolved to Scotland, Wales and Northern Ireland.
