Badenoch to skip Burnham's social care summit, sending substitute after demanding no tax rises or borrowing

Conservative leader Kemi Badenoch will not attend the Prime Minister's 30 July Downing Street social care summit in person, sending a substitute instead. A Conservative spokesman said the party was ready to work with Labour provided reforms were "not reliant on tax rises and borrowing." The talks concern social care in England only; the system is devolved to Scotland, Wales and Northern Ireland.
