Tory leader to skip No 10 care talks, sending replacement with conditions

Conservative leader Kemi Badenoch will not attend the Prime Minister's 30 July summit on social care — help for older or disabled adults. She is sending a replacement. Her party said it will cooperate only if plans involve no tax rises or borrowing. The summit covers England; Scotland, Wales and Northern Ireland run their own systems.
