Andy Burnham told the BBC he is "still finalising" his cabinet, more than three weeks after returning to the Commons on 22 June as incoming prime minister. RTÉ reported a target of early July — now passed. The delay leaves Whitehall departments (the UK government's ministries) awaiting their full political leadership.
