Burnham still finalising cabinet three weeks after returning to Commons

Andy Burnham has told the BBC he is "still finalising" his cabinet, more than three weeks after returning to the Commons on 22 June as incoming prime minister. RTÉ reported he was aiming to complete the lineup by early July. That window has passed. The delay leaves Whitehall departments awaiting their full political leadership.
