Bluesky's beta moderation inbox excludes suspensions from in-app appeals

Bluesky is rolling out a beta moderation inbox, where users can appeal most decisions in the app. Suspensions, however, are still handled at the login screen, so suspended accounts cannot reach the in-app appeal path. The inbox is opt-in under Settings, Moderation tools, and starts empty for users who already received a strike.
