Bluesky tests a new inbox for moderation decisions, but suspended users are left out

Bluesky is testing a moderation inbox, an early version where users can appeal, or request a review of, most decisions in-app. Suspended users cannot, since suspensions are handled at the login screen. The inbox is off until users opt in under Settings, then Moderation tools. Users who already got a strike, a rule-breaking penalty, start with an empty inbox.
