Commons committee urges ministers to consider writing off most of British Council's £197m loan

A Commons committee has urged ministers to explore writing off most of the British Council's £197m loan from the Foreign Office by converting it into "a grant or similar". The loan began at £60m during Covid-19, was due for repayment in 2026, and has grown to £197m. It has been restructured to be cleared over 15 years.
