Elon Musk ordered a slowdown of the military-grade Starlink service Ukraine relies on, according to a Wall Street Journal report carried by Reuters on 20 October. Ukraine says Starlink and Starshield were back at 400 km/h on 24 October, after a week of throttling (deliberate speed caps). Musk later accused Ukraine of terms-of-service violations. Kyiv denies this.
