Legal Aid seeks release for ICE shooting victim with bullet in neck

Lawyers from the Legal Aid Society have asked a Brooklyn federal court to free Oscar Belgal, 28. The Dominican man shot by ICE, the federal immigration agency, remains held at the Metropolitan Detention Center, a jail, with a bullet in his neck. They say he has had no surgery and lost feeling on his face's left side and some hearing.
