Tapo 0.11.1 Brings TPAP Support to Rust and Python ApiClient

Tapo library version 0.11.1 adds TPAP protocol support to ApiClient, the standard connection tool, according to GitHub Releases. TPAP is the communication method for Tapo devices. Both the Rust crate and Python package now connect through that standard path.
