Sanctioned Tankers Took South Korean Fuel to Vladivostok

Three tankers sanctioned — penalized — by the UK and EU loaded fuel in South Korea in July and August, then sailed to Vladivostok, port data shows. The Layla listed Japan on one trip, as did the Astoria, while the Chongchon listed Singapore. Records do not say who owned or sold the fuel.
