Sanctioned tankers loaded South Korean fuel for Vladivostok

Three UK- and EU-sanctioned tankers loaded fuel at South Korean ports in July and August and sailed to Vladivostok, port data shows. The Layla declared Japan on one voyage, the Astoria declared Japan, and the Chongchon declared Singapore. South Korean port records do not identify who owned or sold the fuel.
