Banned Ships Took Fuel From South Korea to Vladivostok

Three oil ships punished with trade bans by Britain and Europe picked up fuel in South Korea in July and August and sailed to Vladivostok, port records show. The Layla said Japan on one trip, as did the Astoria, while the Chongchon said Singapore. Records do not say who owned or sold the fuel.
