Rayner Plans Homeless Referral Powers for English Councils

Councils in England would send homeless households straight to housing associations — nonprofit landlords running social homes — under a plan Angela Rayner will announce at Labour conference. Associations could only refuse with good reason. The measure, due in the Commons social housing bill, is billed as stronger public control while almost 180,000 children live in temporary accommodation.
