Ottawa tables Bill C-39 for 21-day mediator in labour disputes

Ottawa has tabled Bill C-39 to create a special mediator for bitter labour negotiations. The mediator — a neutral helper — would work with employers and unions for 21 days, then publish a report on unresolved issues if talks fail. Jobs Minister Patty Hajdu says the "sunlight" will help parties focus on a deal at the table.
