Ottawa plan for helper to report on stalled job talks

Ottawa has introduced Bill C-39, a proposed law for a neutral helper in difficult talks between workers and employers. The helper would work with both sides for 21 days. If they still disagree, the helper would publish what is blocking a deal. Jobs Minister Patty Hajdu says the "sunlight" will help parties focus on a deal at the bargaining table.
