Ottawa proposes 21-day mediator to publicly report on labour deadlocks

Ottawa has tabled Bill C-39 to create a special mediator for acrimonious labour negotiations. The mediator would work with parties for 21 days, then file a public report on sticking points if no deal is reached. Jobs Minister Patty Hajdu says the "sunlight" "will help parties focus on getting a deal at the bargaining table."
