English mayors to keep business taxes from 2027, income tax share from 2028
English mayors will keep business rates, taxes paid by local firms, from 2027 and part of local income tax from 2028, to borrow more for infrastructure. They will also be able to levy a tourist tax. Ministers will lay out the fiscal devolution timeline in a white paper alongside the autumn budget on 28 October.
