
English mayors to retain business rates from 2027, income tax share from 2028
English mayors will retain business rates from 2027 and keep a share of locally generated income tax from 2028 to expand borrowing for infrastructure, with powers also to levy a tourist tax. Ministers are due to set out the fiscal devolution timeline in a white paper alongside the autumn budget on 28 October.
