Conservatives promise tax-free shopping return for non-EU visitors

The Conservatives have pledged to bring back tax-free shopping for visitors from outside the EU. The party said scrapping the VAT Retail Export Scheme — the VAT refund for tourists — in 2021 left Britain less competitive than European rivals. It said tackling NHS health tourism would pay for the change, which could later include EU visitors.
