Conservatives promise tax-free shopping for overseas visitors

The Conservatives have pledged to bring back tax-free shopping for visitors from outside the EU. The party said ending VAT refunds — getting the sales tax back — for tourists in 2021 left Britain trailing European rivals. It said the money lost would be covered by charging overseas visitors who use the NHS, with EU tourists possibly included later.
