Foundation apprenticeships trail target with 160 starts

Only 160 young adults started Labour's foundation apprenticeships — paid jobs that combine work with training — between August 2025 and April 2026, official figures show. That is far short of the government's ambition of 30,000 starts by the end of parliament. The Fabian Society warned the skills push risks failure over youth unemployment.
