California Proposes Outside Auditors Inside Leading AI Labs

California Gov. Gavin Newsom's Sept. 18, 2026 executive order proposes that designated independent verification organizations work inside AI labs to run periodic audits of frontier models — the most advanced systems. Those outside checkers would also continually test whether a proposed kill switch, a shutdown mechanism, actually works.
